Ofthe5,000peoplepolled,77.8percentfeltbusserviceshadimprovedinthelastoneyear,downfrom80.8per centintheprecedingone-yearperiod,while72.1percentfelttheMRThadimproved,upsharplyfrom50.3per cent previously. Privatepassengercars Overall,therehasbeenareductioninthenumberofprivatecarsinSingaporesince2013. Thenumberofprivately-ownedcarsin2018standsat551,575.Thisisareductionof55,000privatecarssince 2013 whentherewere607,292. Residenthouseholdcarownershipfell39percentcomparedto46percentin2013. Thenumberofdailyjourneysmadeusing privatelyownedvehiclesfellto4.2million,a13percentdecrease from4.8millionin2013. TheLTAsaidthispointstoapossibleshift,withSingaporeresidentsswitchingfromprivatevehiclestopublic transportfortheirdailycommute. Thedeclinealsocoincideswithsignificantimprovementsinpublictransportandtheriseoftheuseofprivate hire carsinsteadofpersonalcarsoverthesameperiod. Motorcyclesandscooters ThemotorcycleandscooterpopulationinSingaporecurrentlystandsat139,311asofJuly2019.Thishas steadily droppedsince2017,whentherewere141,916motorcyclesandscootersontheroads. TheoveralldownwardtrendinthemotorcyclepopulationislikelytohavebeenimpactedbytheNational Environment Agency'sofferof$3,500forriderstoscraptheiroldervehicles. ThedwindlingmotorcyclepopulationhasalsobeenattributedtothefallingCertificateOfEntitlementquota. Open COEsaresecuredalmostexclusivelybycarbidders,somotorcyclesloseaportionoftheirCOEsupply-which eventuallyinfluencesthemotorcyclepopulation-yearbyyear. AspartoftheLandTransportMasterplan2008,thegrowthratewasreducedfrom3%to1.5%fromMay2009toJuly 2012.Theannualvehiclegrowthratewasfurtherreducedto1%inAugust2012,andto0.5%fromFebruary2013to January2015.FromFebruary2015,theannualvehiclegrowthratewasagainhalvedto0.25%. In2018thenewgrowthcapwascuttozeroforallprivatepassengercars(CategoriesAandB)andmotorcycles (CategoryD). Publicroads Buildingmoreandmoreroadsisnotsustainable,especiallygivenSingapore’slandconstraints.In2019, about 12%ofthecountry’slandareaisalreadyusedforroads,comparedtoabout14%forhousing. Thegovernmenthasthusoptedforvehicleownershipcontrolstomaintainthevehiclepopulationatlevels supportable byroadinfrastructureaswellasplanneddevelopmentsinpublictransportandtrafficmanagementsystems. In2018,approximately9,405lane-kilometresofroadswerepaved,representinganincreasefrom9,293 lane-kilometres in2017. Congestion Singaporecurrentlyranks88thinaglobalindexof405citiesfortrafficcongestiononroadsinpeakhours, comparedto54thplacein2017. LateststatisticsshowthatSingaporehasanaveragecongestionlevelof31%-calculatedbyhowmuchlonger drivers spendontheircommuteduringpeakhourscomparedtonon-peakhours. Thiscomparesto33%in2017,showingthere’sbeena2%reductionintrafficcongestionin2018,according to thestudycarriedoutbyTomTom. SingaporeranksbetterthanLondonwhichhasacongestionlevelof37%(40thplace)andNewYorkwith36% congestion levels(42ndplace). In2015Singaporehadacongestionlevelof31%,thesameaswasrecordedin2018. Activemobilityjourneys Aboutaquarterofhouseholdshereownbicycles,withabout125,000peopleusingthemfortheirdailycommutes. TripsmadeusingPersonalMobileDevices(PMD),bicyclesandonfootalsowentupfrom2.2millionin2012to2.6 millionin2017. Theincreaseinthenumberofcyclingtowns,aswellastheongoingexpansionofthenetworkofsheltered walkways andcyclingpathshavealsohelpedmakewalking,cyclingandtheuseofPMDsviablemodesforshortjourneys.
