However,theSEEMplanneedstobedevelopedandimplementedbytheshipownertopotentiallyreducetheoperationalcostoftheshipwhichwilleventuallyhelpinreducingtheoverallfuelconsumption,includingemissionsandlossesinthelongerrun. WhatisSEEMP? AsthenewconceptofEEDIhasbeenintroducedfornewlybuiltships,IMOhasdevelopedandstructuredaspecialtoolcalledtheShipEnergyEfficiencyManagementPlantomeasureandcontrolGHGemissionsfromthealreadyexistingshippingfleet. TheShipenergyefficiencyManagementPlanprovidesapracticalapproachforshipoperatorsandshipmanagementcompaniestomanageoperationsandfleetefficiencyperformanceovertimeusingtheEnergyEfficiencyOperationalIndicator(EEOI)asamonitoringtool. TheSEEMPisaplanwhichisshipspecificandhastobeimplementedaccordingtotheshiptype,cargoescarried,shiproutes,andotherrelevantfactors.Hence,SEEMPcannotbeimplementedonacompanyorfleetlevel. EventwosistershipswillneedtohaveaseparateShipEnergyEfficiencyManagementplanastheywillbeoperatingindifferentconditions. ThebasicsofcreatingtheSEEMPforaparticularshipistoestimateanddeterminethecurrentenergyconsumptionofthevesselandimplementvariousmeasuretoreducethesame. KeyFeaturesofShipEnergyEfficiencyManagementPlan BroaderCorporateenergymanagementpolicy Assaidearlier,SEEMPneedstobeimplementedonanindividualshiplevel.However,acompanyoperatingmultipleshipsmusthaveamorecomprehensiveenergymanagementpolicyforallshipsinitsfleet,whichwillactasabasetoformtheSEEMPforanindividualtypeofship Enhancementofshipefficiency TheprimaryobjectiveoftheSEEMPistoimprovetheoveralloperatingefficiencyoftheshiponalongrunbyimplementingcorrectandoptimizedmethodsforenergyandfuelsaving Reductioninfuelconsumption Anyshipoperatorwillbehappytosavemorecostonthemarineoilusedasshipfuel.AcriticalfunctionoftheSEEMPistoimplementmethodswhichcanreducetheoverallfuelconsumptionoftheshipasitleadstoareductioninairpollutionandfuelcost,whichisoneofthesignificantoperatingcostofthevessel. SEEMPisshipspecificplanwhichcanbeefficientlyimplementedonvesselsin4steps: 1.Planning Beforeimplementationofanymethod,therehastobe“planning”ofhowtheprocessshouldbeimplemented.PlanningisthemostcriticalstepforimplementationofSEEMP;itessentiallydefinesthecurrentstatusoftheenergyusedbytheshipandhowthecurrentenergyconsumptioncanbereducedfurther,bycreatingandimplementinganeffectiveplan.Theshippingmanagementcompanyhastocompiletheenergyconsumptionoftheshipbydifferentformssuchastheuseoffuel,machineryinstalled,theefficiencyofthemachineryandsystems,conditionoftheship’shullandpaint,lastdry-dockrecordetc.Oncethedatahasbeencollected,theBroaderCorporateenergymanagementpolicyofthecompanyistakenasbasetodrawtheSEEMPfortheship. 2.Implementation OncetheplanningforSEEMPisinplace,thenextimportantstepistoidentifydifferentwaysofimplementingthemeasureswhichwereselectedduringtheplanning.TheShipEnergyEfficiencyManagementplantwillconsistofimplementationmethodsandroles/responsibilityofthestakeholdersinvolved(Companyrepresentative,Shipoperator,Seafarersetc.). Again,theimplementationsystemhastobedrawnduringtheplanningstagetoensuresmoothexecutionofSEEMPontheshipattheearliest. Thecompany’scorporateenergymanagementpolicycancomeveryhandyiftheimplementationmethodsarespecifiedinthesame.ThissetmethodofimplementationcanbeusedduringestablishingSEEMPonanindividualship.Recordkeepingshouldbeapartofallthestagespost-planningstageastherecordsweretakenduringtheimplementationstagecanbeusedforthelaterstageofself-evaluation,whichwillhelpinimprovisingtheplan. 3.Monitoring OncetheSEEMPisimplementedonaship,themonitoringoftheplanwillcomeintoaction,whichwillobservetheeffectivenessoftheimplementedSEEMP.Therearepre-determinedapprovedmethodsofinternationalstandardsavailabletomonitortheperformanceofSEEMPsuchasEEOI(aspertheGuidelinesdevelopedbytheIMO–MEPC.1/Circ.684). EEOIisEnergyEfficiencyoperationalindicatorwhichcanbedeterminedbythefuelconsumptionoftheshipinaparticularvoyagecarryingacertainamountofcargo. TocalculatetheEEOI,thefollowingdataisneeded: Wherejisthefueltype Iisthevoyagenumber FCiisthemassoffuelconsumedduringthevoyage Mcargoismassofcargocarriedintonnes Diisthenauticalmilesdistanceforthecargocarried CcarbonismassofthefueltoCO2massconversionfactorofthefuel. Othermethodsformeasurementandmonitoringcanalsobeusedifthecompanyseemsitisuseful. Intheplanningstage,themonitoringmethodcanbestatedandhowtousethemethodcanalsobeestablishedmakingiteasierfortheuser(seafarersandoperators)toimplementthesystemandtoknowhis/herresponsibilitywithinthesystem. 4.Self-evaluationandimprovement TheresultofMonitoringstagesneedstobeevaluatedtounderstandtheeffectivenessoftheSEEMPwhichwillbedoneatthelaststage.Thisstagehighlydependsontheconstructivefeedbackwhichcanbeassessedtoimprovisetheplanifneeded,andthesameisusedtoenhancetheplanning,implementationandmonitoringstages. ThesefourstagesworkinacycleandareinterdependentfortheevaluationandevolutionofthecompleteSEEMP.Itistheresponsibilityoftheshipoperatortoensurethefeedbacks,results,andreportsthatcamefromdifferentstagesoftheSEEMPcyclearetrackedandassessedandtheoutputfromthemisusedtoimprovisetheplan. TheotherfocusedareaofSEEMPistoreduceGHGemissionswhileincreasingoperationalefficiencyoftheship,resultinginlessfuelconsumption.FollowingstepsaretakentoachieveefficientoperationofthevesselunderSEEMP: •Speedoptimization: Thespeedoftheshipdeterminestheamountoffuelthemainenginewillusetopropeltheship.AnoptimizedspeedisaspeedatwhichthefuelconsumptiondecreaseswithouthamperingtheETAtothenextport.Slowsteaminghasbeenaprovenstrategytoreducethefuelconsumptionoftheshipsavinghundredsofdollarsinfuelcosttotheowner.However,thereareotherproblemsassociatedwithslowsteaming,henceoptimumspeedIsdeterminedbykeepingallthefactorsinmind.
