TheEnergyEfficiencyDesignIndex(EEDI)wasmademandatoryfornewshipsandtheShipEnergyEfficiencyManagementPlan(SEEMP)forallshipsatMEPC62(July2011)withtheadoptionofamendmentstoMARPOLAnnexVI(resolutionMEPC.203(62)),byPartiestoMARPOLAnnexVI. ThiswasthefirstlegallybindingclimatechangetreatytobeadoptedsincetheKyotoProtocol.  EnergyEfficiencyDesignIndex(EEDI)TheEEDIfornewshipsisthemostimportanttechnicalmeasureand aimsatpromotingtheuseofmoreenergyefficient(lesspolluting)equipmentandengines.TheEEDIrequiresaminimumenergyefficiencylevelpercapacitymile(e.g.tonnemile)fordifferentshiptypeandsizesegments.Since 1 January2013,followinganinitialtwoyearphasezero, newshipdesignneedstomeetthereferencelevelfortheirshiptype.Thelevelistobetightenedincrementallyeveryfiveyears,andsotheEEDIisexpectedtostimulatecontinuedinnovationandtechnicaldevelopmentofallthecomponentsinfluencingthefuelefficiencyofashipfromitsdesignphase.TheEEDIisanon-prescriptive,performance-basedmechanismthatleavesthechoiceoftechnologiestouseinaspecificshipdesigntotheindustry.Aslongastherequiredenergyefficiencylevelisattained,shipdesignersandbuildersarefreetousethemostcost-efficientsolutionsfortheshiptocomplywiththeregulations.TheEEDIprovidesaspecificfigureforanindividualshipdesign,expressedingramsofcarbondioxide(CO2)pership'scapacity-mile(thesmallertheEEDIthemoreenergyefficientshipdesign)andiscalculatedbyaformulabasedonthetechnicaldesignparametersforagivenship. The CO2 reductionlevel(gramsofCO2 pertonnemile)forthefirstphaseissetto10%andwillbetightenedeveryfiveyearstokeeppacewithtechnologicaldevelopmentsofnewefficiencyandreductionmeasures.Reductionrateshavebeenestablisheduntiltheperiod2025andonwardswhena30%reductionismandatedforapplicableshiptypescalculatedfromareferencelinerepresentingtheaverageefficiencyforshipsbuiltbetween2000and2010.TheEEDIisdevelopedforthelargestandmostenergyintensivesegmentsoftheworldmerchantfleetandembracesemissionsfromnewshipscoveringthefollowingshiptypes: tankers,bulkcarriers,gascarriers,generalcargoships,containerships,refrigeratedcargocarriersandcombinationcarriers.In2014,MEPCadoptedamendmentstotheEEDIregulationstoextendthescopeofEEDIto:LNGcarriers,ro-rocargoships(vehiclecarriers),ro-rocargoships;ro-ropassengershipsandcruisepassengershipshavingnon-conventionalpropulsion.Theseamendmentsmeanthatshiptypesresponsibleforapproximately85%ofthe CO2 emissions frominternationalshippingareincorporatedundertheinternationalregulatoryregime.Since2012,MarineEnvironmentProtectionCommittee(MEPC)adopted/approvedoramendedfollowingimportantguidelinesaimedatassistingtheimplementationofthemandatoryregulationsonEnergyEfficiencyforShipsinMARPOLAnnexVI:2014GuidelinesonsurveyandcertificationoftheEnergyEfficiencyDesignIndex(EEDI),asamended2014GuidelinesonthemethodofcalculationoftheattainedEnergyEfficiencyDesignIndexfornewships,asamended2013GuidelinesforcalculationofreferencelinesforusewiththeEnergyEfficiencyDesignIndex(EEDI)2013GuidelinesforcalculationofreferencelinesforusewiththeEnergyEfficiencyDesignIndex(EEDI)forcruisepassengershipshavingnon-conventionalpropulsion2013Interimguidelinesfordeterminingminimumpropulsionpowertomaintainthemanoeuvrabilityofshipsinadverseconditions,asamended2016GuidelinesforthedevelopmentofaShipEnergyEfficiencyManagementPlan(SEEMP)2013GuidanceontreatmentofinnovativeenergyefficiencytechnologiesforcalculationandverificationoftheattainedEEDIInterimGuidelinesforthecalculationofthecoefficient fw fordecreaseinshipspeedinarepresentativeseaconditionfortrialuse TheaboveGuidelinesandresolutionsareavailable here Finalizationandadoption/approvalofthesupportingguidelines/guidancewasasignificantachievementwhichprovidessufficientleadtimeforAdministrationsandindustrytoprepare.TheguidelineswillsupportMemberStatesintheiruniformimplementationofthenewchapter 4ofMARPOLAnnexVIRegulationsforthepreventionofairpollutionfromships. ShipEnergyEfficiencyManagementPlan(SEEMP)andEnergyEfficiencyOperationalIndicator(EEOI)TheShipEnergyEfficiencyManagementPlan(SEEMP)isanoperationalmeasurethatestablishesamechanismtoimprovetheenergyefficiencyofashipinacost-effectivemanner.TheSEEMPalsoprovidesanapproachforshippingcompaniestomanageshipandfleetefficiencyperformanceovertimeusing,forexample,theEnergyEfficiencyOperationalIndicator(EEOI)asamonitoringtool.TheguidanceonthedevelopmentoftheSEEMPfornewandexistingshipsincorporatesbestpracticesforfuelefficientshipoperation,aswellasguidelinesforvoluntaryuseoftheEEOIfornewandexistingships(MEPC.1/Circ.684).TheEEOIenablesoperatorstomeasurethefuelefficiencyofashipinoperationandtogaugetheeffectofanychangesinoperation,e.g.improvedvoyageplanningormorefrequentpropellercleaning,orintroductionoftechnicalmeasuressuchaswasteheatrecoverysystemsoranewpropeller.TheSEEMPurgestheshipownerandoperatorateachstageoftheplantoconsidernewtechnologiesandpracticeswhenseekingtooptimisetheperformanceofaship.  DatacollectionsystemforfueloilconsumptionofshipsMEPC70(October2016)adoptedmandatoryMARPOLAnnexVIrequirementsforshipstorecordandreporttheirfueloilconsumption,byresolutionMEPC.278(70).Furtherdetailedinformationisprovided here.InrelationtotheamendmentstoMARPOLAnnexVIonthemandatorydatacollectionsystemsforfueloilconsumptionofships,MEPC70alsoadoptedthe2016GuidelinesforthedevelopmentofaShipEnergyEfficiencyManagementPlan(SEEMP),byresolution MEPC.282(70). UndertheamendmentstoMARPOLAnnexVI,onorbefore31December2018,inthecaseofashipof5,000grosstonnageandabove,theSEEMPshallincludeadescriptionofthemethodologythatwillbeusedtocollectthedataandtheprocessesthatwillbeusedtoreportthedatatotheship'sflagState. ModelCourseforenergyefficientoperationshipsIMO,togetherwiththeWorldMaritimeUniversity(WMU)has beendevelopingamodelcourseonSEEMPpromotingtheenergyefficientoperationofships.ThefirstdraftofthemodelcoursewassubmittedtoMEPC62.ItprovidesgeneralbackgroundontheclimatechangeissueandIMO’srelatedworkandaimsatbuildingthedifferentoperationalandtechnicaltoolsintoamanageablecourseprogramme,whichwillpromulgatebestpracticethroughoutallsectorsoftheindustry.TheCoursewillhelpcreatebenchmarksagainstwhichoperatorscanassesstheirownperformance.ThepurposeoftheIMOmodelcoursesistoassisttrainingprovidersandtheirteachingstaffinorganizingandintroducingnewtrainingcourses,orinenhancing,updatingorsupplementingexistingtrainingmaterial,sothatthequalityandeffectivenessofthetrainingcoursesmaytherebybeimproved.MEPC62agreedthatthedraftmodelcoursewasanexcellentstarttoprovidingastructuredtrainingcourse.FollowingconsiderationbyMEPC63toMEPC65,IMO,in2014,publishedIMOModelCourseonEnergyEfficientOperationofShips(referenceET405E).
