由於只需要支付低廉的連線成本﹐就可與全球各地資訊相連﹐使全球 網路使用者迅速增加﹐並被視為繼電視､廣播､報刊之後﹐新興的第四大 媒體。

隨著電腦､通訊､消費性電子相關技術領域逐漸整合﹐網際網路無 遠弗屆地影響著社會的發展﹐加速人類文明的演進﹐提昇了社會運作效率 與資訊互動﹐衍生了新的市場商機與應用﹐然而資訊科技的快速發展﹐卻 顯現出相關的政策､法律制度無法及時配合。

本研究探討網際網路未來的 發展與應用趨勢，及影響網際網路發展的相關因素，以期建置一個完善的 資訊環境﹐充分發揮資訊科技的功效﹐使我國早日躋身已開發國家之林。

Internetischaracterizedasmulti-national,multi-media, interactive,andissusceptibleofavarietyofhardware platforms.Almosteverycountryisbusyconstructingits nationaltelecommunicationsinfrastructure.Thistrendledto theenhancementofInternettechnologiesandthespreadofnew applications.BecauseInternetusersonlyneedtopayminimal localcircuitchargetoaccessinformationthroughouttheworld, thenumberofworldwideInternetsubscribersincreases exponentially.Consequently,Internetisrecognizedasthe fourthmajorcommunicationmediafollowingtelevision,radio broadcastingandnewspaperpublishing.Accompanyingwiththe mergingofcomputer,communicationandconsumerelectronic technologies,Internetisgraduallymakingimpactsonour activitiesintheglobalsociety;ourinteractionwith informationandwithourselves;andevenourcivilization progress.Internetbroughttousnewbusinessopportunitiesand marketpotentials.Nevertheless,out-of-datedgovernment policiesandregulationshavebecomeobstaclesleadingtowards theinformationera.Thisresearchinvestigatedthedevelopment trendandopportunitiesofInternet,andthemajorimpacting factorsonit.Thepurposewastorecommendaninformation- friendlyenvironment,inwhichinformationtechnologycan proliferate,andoursocietycanprosper.
