AccordingtoArrow,asafirmoritsmanagerproducessuccessivelotsofoutputovervariousperiodsoftime,itlearnstoproducemorewithagivenquantityofresourcesoritiscapableofproducingagivenoutputbyusinglesserquantitiesofinputsorresourcesthanbefore. Thus,eitherwiththeincreaseinefficiencyofresourcesorwithsavinginresourcessuchaslabourandrawmaterials,costperunitofoutputdeclines.Thislearningcurveeffectmostlyoccursinthereductionoflabourrequirementsperunitofoutput. Besides,rawmaterialscostperunitofoutputmayalsodeclineascumulativevolumeofoutputinsuccessiveperiodsovertimeincreasesandasaresultafirmgainsmoreexperienceindoingaproductionprocessrepeatedlyoversuccessivetimeperiods. ThelearningcurveisgraphicallyshowninFig.19.16whereontheX-axiscumulativetotaloutputoversuccessiveperiodsoftimeandontheF-axiscostperunitofoutputaremeasured.ItwillbeseenfromFig.19.16thatthelearningcurveshowsdownwardwhichshowsdecliningcostperunitofoutputascumulativeoutputincreasesovertimeandthefirmlearnsfromitsworkexperience. Thelearningcurveeffectisusuallyexpressedasaconstantpercentage.Thispercentagerepresentstheproportionbywhichcostperunitofoutputdeclineswiththeincreaseincumulativeoutputineachsuccessivetimeperiod. Itisimportanttonotethatreductionincostperunitduetothelearningcurveeffectisdifferentfromeconomiesofscale.Whereaseconomiesofscalerefertothedeclineincostperunitofoutputasafirm’soutputpertimeperiodincreases,thelearningcurvedescribesthereductionincostperunitofoutputasafirm’scumulativeoutputoversuccessivetimeperiodsincreases,whileoutputperperiodmayremainthesame.
