IEEECommunicationsSocietyencouragesauthorstosubmitpapersthatareextensionsoftheirconferencepapers.WhileIEEECommunicationsSocietyrequiresthatthesubmittedmanuscripthaveasignificantamountofnewmaterialbeyondthatoftheconferencepaper(s),wedonothaveaquantitativethresholdfordeterminingit.Ratherweleavethatjudgmenttotheeditorialboard.IEEECommunicationsSocietydoesrequireauthors,whensubmittingamanuscripttoajournalthatincludesmaterialfrompriorconferencepapers,todothefollowing:citethepriorconferencepapersandinformtheeditoraboutthesepriorpublications.
