EEXIandCII:dualregulationsreducingships’carbonimpact Home Environmental EEXIandCII:dualregulationsreducingship'scarbonimpact May.32021 TheInternationalMaritimeOrganization(IMO)hassetambitiousdecarbonizationtargetsfortheshippingindustry,andthekeydatesforcomplianceareedgingcloser.By2030,theIMOaimstoreducevessels’carbonemissionspertransportworkbyatleast40%,andistargetinga70%reductionfor2050.Thisshouldbedoneinparallelwithanoverallreductionofgreenhousegas(GHG)emissionsby50%acrossthesector. Toaccomplishthis,theMarineEnvironmentProtectionCommittee(MEPC)isincreasinglypassingregulationsdevotedtominimizingthemarinesector’scarbonemissionsandenvironmentalimpact.InJune2021,theMEPCwillputforwardtwonewregulationsthatwillimpactshipownersworldwide:theEnergyEfficiencyExistingShipIndexandtheCarbonIntensityIndicator. WhataretheEEXIandCII? TheEEXIisaframeworkfordeterminingtheenergyefficiencyofin-servicevessels over400GTthatfallunderMARPOLAnnexVI.TheEEXIrequiresshipoperatorstoassesstheirships’energyconsumptionandCO2emissions againstspecificrequirementsforenergyefficiencyforeachvesseltype.Todothis,shipownersmayneedtoimplementtechnicalmeasurestoadjusttheirvessels’emissionstotherequiredlevel. HowareEEXIandCIIcalculated? EEXIcalculationsarebasedonthemethodologydevelopedfortheEnergyEfficiencyDesignIndex(EEDI)fornewbuilds.TheEEXIdescribesavessel’sCO2emissions,determiningstandardizedCO2emissionsrelatedtoinstalledenginepower,transportcapacityandshipspeed.Emissionsarecalculatedbasedontheinstalledpowerofthemainengine,fueloilconsumption,andaconversionfactorbetweenfuelandthecorrespondingCO2mass. Aship’sCIIiscalculatedastheratioofthetotalmassofCO2emittedtothetotaltransportworkundertakeninagivencalendaryear.Avessel’sperformanceratingisdeterminedbycomparingaship’soperationalcarbonintensityperformancewiththeaverageperformanceofothersshipsofthesametype.Requiredreductionsforeachshiptypeareexpectedtoeitherincreaseorremainstableovertime,ensuringthatinternationalshippingachievestheIMO’sintendedtargets. ComplyingwithEEXIandCII ShipownersandmanagersmustprepareforEEXIandCIIrequirementsinadvance,takingtimetoassessandimprovetheirvesselsasneeded.ThisiscrucialtoensuringthatvesselsarereadyforJanuary1,2023,inordertoearnthepropercertificatestoallowthemtocontinuesailingandtradinginternationally. ToachieveEEXIcompliance,vesselscanundergoapreliminaryassessment,thengainapprovalforpreliminarytechnicalfilesandearnastatementofcompliance.Verificationoftheship’sEEXItakesplaceafterJanuary1,2023,atthevessel’sfirstannual,intermediateorrenewalsurveyforitsInternationalEnergyEfficiencyCertificate(IEEC). ForCII,managersmustdetermineships’carbonintensityprofilesanddevelopanoptimizedShipEnergyEfficiencyManagementPlan(SEEMP)bytheendof2022.Thismandatorydocumentisaship-specificplanthatprovidesamechanismtohelpimprovetheenergyefficiencyofashipinacost-effectivemanner. Forshipsthatmustmoderatelyorsignificantlyminimizeemissionsandimprovefuelconsumption,severaloptionsfortechnicalandoperationalimprovementsareavailable.Theseincludeswitchingtolow-carbonfuels,limitingengineloadsandreducingspeed,andretrofittingvesselswithenergy-efficienttechnology.OneofthegoalsoftheEEXIandCIIistohelpstakeholdersdevelopamindsetofongoingimprovement,wheremodificationsbothsmallandlargecanultimatelydrivedownonboardcarbonemissions. MilestonesforcompliancewithEEXIandCII FollowingadoptionofEEXIandCIIregulations,shipownerswillhavejustoverayearandahalftopreparetheirvesselstocomplywiththerelevantrequirements.
