The Ministry of Foreign Affairs (MOFA) established ... ::: 首頁 National-LevelINGOFoundation   ChineseVersion 補助要點中文版本   PromulgatedonJanuary1,1995 LastamendedonDecember17,2021   1.TheMinistryofForeignAffairs(MOFA)establishedtheseDirectionstohelpcivilassociationsandinstitutionsparticipateinororganizeinternationalexchangesandmeetingsoractivitiesrelatedtointernationalaffairs. 2.Civilassociationsasreferredtohereinarenonprofitorganizationsandinternationalnongovernmentalorganizations(INGOs)establishedwiththeapprovalofacompetentauthorityoftheRepublicofChina(Taiwan)inaccordancewiththelaw. Schools,academicinstitutions,andthinktankscollaboratingwithdomesticandforeigncivilassociationstoparticipateininternationalactivitiesmayapplyforsubsidiesinaccordancewiththeDirections. CivilassociationsreceivingMOFAsubsidiesbasedonotherregulationsmaynotapplyforadditionalsubsidiesbasedontheDirectionsforthesamecases.   3.CivilassociationsmayapplyforsubsidiesforexpensesincurredininternationalexchangesandactivitiesinaccordancewiththeDirectionswhenengagedinanyofthefollowing： (1)ProtectingorvyingforTaiwan’srightsandinterestsininternationalorganizations. (2)Actinginconcertwithgovernmentpoliciestopromotemultilateralorbilateralrelations,resultingindiplomaticbenefit. (3)AttendingororganizinginternationalexchangeactivitiesthathelpadvancefriendshiptowardandmutualunderstandingofTaiwanamongothercountries,aswellasTaiwan’spresenceandvisibilityintheinternationalarena. 4.TheitemsreviewedandprinciplesusedbyMOFAtoprocesssubsidyapplicationsbycivilassociationsengagedininternationalexchangesandactivitiesareasfollows： (1)Withrespecttointernationalorganizationmembershipregistrationfees,MOFAmayconsiderassistingwithacivilassociation’sdeficiencyoffundsforthispurposeuptoamaximumofhalfofthemembershipregistrationfeeamount.Inprinciple,subsidiesshallnotbeprovidedtohelpcoverdonations,sharedcostswithin,orannualmembershipfeesofaninternationalorganization. (2)SubsidiesmaybeprovidedtohelpcoverexpensesincurredinattendinginternationalmeetingsandactivitiesorininvitingforeignnationalstoattendmeetingsandactivitiesinTaiwandependingontheevent’sscale,numberofattendees,andrepresentedregionsandcountries.IfsubsidiesareprovidedforairfareandthefullamountissubsidizedbyMOFA,suchsubsidiesshallbeprovidedinaccordancewithMOFA’srelatedregulationsforthepurchaseofairfare. (3)ForinternationalmeetingsorganizedinTaiwan,itemseligibleforsubsidiesincludevenuerentalfeesandrelatedmeetingfees.Subsidiesshallbecappedat50percentoftotalactualexpendituresforthemeeting.Wheretheorganizercollectsattendancefees,registrationexpenses,orotherfeesfromparticipantsandthefeesarestillinsufficient,subsidiesshallbelimitedtoone-thirdofthedifference. (4)INGOsmayapplyforsubsidiesforpartofthestart-upexpenseswhensettingupheadquarters,secretariats,offices,orotherbranchesinTaiwan. (5)IfincomefromorganizingnonprofessionalinternationalcontestsoractivitiesinTaiwanisinsufficientforoffsettingexpenditures,MOFAmayprovidepartialsubsidieswhichshallbecappedatone-thirdofthedifference.Ifnoincomeisreceived,thesubsidiesshallbecappedatone-thirdofthenecessaryexpenses. (6)WhereasubsidizedcivilassociationrequiresaprocurementandwheretheamountofsubsidiesthecivilassociationacceptsfromMOFAorotherauthoritiesexceedhalfoftheprocurementamountandexceedsthethresholdforpublication(NT$1million),theGovernmentProcurementActshallapplyandtheprocurementshallbesupervisedbyMOFA. (7)ApplicationforthesubsidizationofhumanresourceandequipmentprocurementexpensesarenotwithinthescopeofsubsidizeditemsoftheDirections. (8)Inprinciple,subsidyapplicationsshallbefirstreviewedbyMOFA’scompetentdepartmentandthensubmittedtoMOFA’sevaluationgroupbeforebeingprovidedtotheMinisterorDeputyMinisterforapprovalandresponse. 5.Applicationsmaybeprocessedonacase-by-casebasisunderoneofthefollowingconditions： (1)AcivilassociationactsinconcertwithgovernmentpolicytocompetefortherighttoholdmeetingsandactivitiesforintergovernmentalorganizationsorINGOsinTaiwanorattendsuchmeetingsandactivitiesoverseas. (2)AcivilassociationactsinconcertwithgovernmentpolicytocompetefortherighttoholdinternationalcompetitionsoractivitiesinTaiwan. (3)Acivilassociationactsinconcertwithgovernmentpolicytopromotemultilateralorbilateralrelations,resultingindiplomaticbenefit. (4)MOFArequestsacivilassociationoranexpertindividualtoattendbilateralormultilateralactivities. (5)Internationalcooperationresultsindiplomaticbenefit. ApplicationsfiledinaccordancewithArticle6oftheDirectionsandconfirmedbyMOFAtomeettheconditionsspecifiedintheprecedingParagraphshallbe,oncesignedbyMOFA’scompetentdepartment,providedtotheMinisterorDeputyMinisterforapproval. 6.Methodsforfilingapplicationsandprinciplesforprocessing： (1)AnapplicationmustbefiledwithMOFAatleast30daysbeforetherelatedactivity.Applicationsthatarelateorfailtoincludealltherequireddocumentsshallnotbeaccepted. (2)ApplicantsmayfileapplicationsinwritingoronlineusingthebilingualwebsiteoftheDepartmentofNGOInternationalAffairs,MinistryofForeignAffairs(www.taiwanngo.tw). (3)Wherethedocumentsarefoundtoconcealfactsorcontainfalseinformation,thesubsidiesshallbecancelledbyMOFAandanyfundsalreadyallocatedshallberecovered. (4)DocumentsasreferredtoinSubparagraph1includethefollowing:officialdocuments,plans(explainingtheactivity’stimetable,numberofparticipants,andexpectedbenefits),apermitissuedbyacompetentauthorityoftheRepublicofChina(Taiwan)inaccordancewiththelaw,alistofattendees,itemizedbudgets(allsourcesoffunding,includingtheamountpreparedbytheentity,subsidiesfromotherauthorities,ordonateditemsandamounts),andphotocopiesofinvitations. (5)Whereaneventisurgentandunanticipated,theapplicationdeadlineinSubparagraph1shallnotapply. 7.Inprinciple,applicationsforsubsidiesshallnotbeacceptedunderanyofthefollowingconditions： (1)MOFAconfirmsthatthemeetingoractivitytobehosteddoesnotmeetthecriteriainArticle3orwheretheactivityispurelydomesticorcross-straitinnature. (2)ThetotalsubsidiesprovidedtothesameapplicantduringtherelatedyearhaveexceededNT$1million. (3)Theapplicant’sparticipationinapreviousinternationalmeetingoractivityhasdamagedtheimageandinterestsofthenation,andsuchactshavebeenconfirmed. (4)TheapplicanthasreceivedsubsidiesfromfoundationswithinthepurviewofMOFA. (5)AmaximumofoneorganizerforeachinternationalmeetingoractivitymayapplyforsubsidiesinaccordancewiththeDirections.   8.AcivilassociationthatreceivessubsidiesmustsubmitthefollowingdocumentstoMOFAforapprovalandallocationwithinonemonthaftertheendofthemeetingoractivity. (1)Areportonthemeetingoractivityanditsresults(includingadigitalfile)andtherelatedCopyrightAuthorizationAgreement. (2)Receipts:Theyshallindicatethesubsidizedentity,eventnameanditems;thesubsidyamount;andtherecipient(includingthesubsidizedentity’sfullnameandunifiedinvoicenumberstampedwiththeentity’sseal). (3)Alistofrevenueandexpenditures:Itshallspecifytheactualincomeoftheentireprojectanddetailedexpenditures,aswellassubsidizeditemsandamountsthereoffromotherauthorities. (4)Theoriginalcopiesoftheexpenditurevouchers:Theyshallbeaffixedtotherecordforms.Theuseoftheexpendituresandalltotalfundsmustbespecified.Wheresubsidies(donations)areprovidedbytwoormoreauthoritiesforthesamecase,theactualamountofsubsidies(donations)providedbyeachauthoritymustbespecified.Theexpenditurevouchersshallbeboundinsequenceaftertheresponsibleperson,accountant,andhandlingofficeraffixtheirapprovalseals.
