Atranslationofthepresident'sremarksfollows: IwouldliketoextendaverywarmwelcometoSpeakerPelosiandthedelegation.InourprevioustransitstopsintheUS,VicePresidentLaiandIalwaysreceivedcallsfromthespeakertowelcomeusandexchangeviewsonTaiwan-USrelations.Iamdelightedtomeetface-to-facewiththespeakerinTaiwanthistime.  SpeakerPelosiistrulyoneofTaiwan'smostdevotedfriends.TherepresentativesheretodayareallimportantleadersintheHouse,andhavelongmadeproactiveeffortstopromoteprogressinTaiwan-USrelationsacrosstheboard.WearetrulygratefultoyouformakingthistriptoshowtheUSCongress'srock-solidsupportforTaiwan.  SpeakerPelosihasdeepandlongstandingtieswithTaiwan.InOctober1999,thespeakervisitedTaiwanandexpressedparticularconcernoverthe921Earthquakeanditsaftermath.Inthetwodecadesfollowingtheearthquake,Taiwannotonlyemergedfromtheshadowofthisdisaster,butalsoweatheredmultiplechallenges.Overthepasttwodecades,SpeakerPelosihascontinuedtopaycloseattentiontodemocraticdevelopmentsinTaiwananddemonstratedunwaveringsupportforTaiwan'sinternationalparticipation.MadameSpeaker,Imustextendmymostheartfeltgratitudetoyou.Thankyouforyoursupport. IhavegreatadmirationforSpeakerPelosi,whohaslongstoodfirminsafeguardingfreedom,democracy,andhumanrights;whoneverhesitatestoconfronthead-onrhetoricandbehaviorthatunderminedemocraticvalues.Thespeaker'scourageandactionsaredeeplyinspiringandtouching. Russia'sinvasionofUkraineearlierthisyearhasmadesecurityovertheTaiwanStraitanotherfocusofworldwideattention.AggressionagainstdemocraticTaiwanwouldhaveatremendousimpactonthesecurityoftheentireIndo-Pacific. IwouldliketotakethisopportunitytoexplicitlyconveytoyouTaiwan'skeyprinciplesinfacinguncertainties.First,facingcontinued,deliberatelyheightenedmilitarythreats,Taiwanwillnotbackdown.Wewillfirmlyupholdournation'ssovereigntyandcontinuetoholdthelineofdefensefordemocracy.Atthesametime,wewishtocooperateandworkinunitywithalldemocraciesaroundtheworldtojointlysafeguarddemocraticvalues.  Second,wewilldowhateverittakestostrengthenTaiwan'sself-defensecapabilities.TaiwaniscommittedtomaintainingpeaceandstabilityintheTaiwanStrait,andwewillmakeTaiwanakeystabilizingforceforregionalsecurity,ensuringafreeandopenIndo-Pacificaswellasthestabledevelopmentofglobaltradeandsupplychains.  Third,TaiwanisareliableandtrustworthypartneroftheUnitedStates.WewillcontinuetoworkwiththeUSCongress,aswellastheadministration,tostrengthencooperationinareassuchasIndo-Pacificsecurity,economicdevelopment,talentcultivation,andsupplychains,soastofurtherelevateTaiwan-USrelations. Onceagain,IwelcomeSpeakerPelosiandthedelegationtoTaiwan.ThankyoufortakingconcreteactiontoshowstaunchsupportforTaiwanatthiscriticalmomentandforexpressingtheUS'sconsistentpolicysupportingTaiwan'sself-defense.TheOrderofPropitiousCloudswithSpecialGrandCordonrepresentsourgratitudetoSpeakerPelosiaswellasourwishtocontinueadvancingTaiwan-USrelationsthroughgreatercooperation. Taiwanhasbeenanislandofresilienceintheworld.Indeed,thepeopleofTaiwanhaveproventotheworldthat,withhope,courage,anddetermination,itispossibletobuildapeacefulandprosperousfuture,evenintermsofthechallengesyouface.Andnow,morethanever,America'ssolidaritywithTaiwaniscrucial,andthatisthemessagewearebringingheretoday. Whenwetravelandleavethecountryasacongressionaldelegation,security,toprotectourpeopleaswellasglobalsecurity,economy,tospreadprosperityinourowncountryandothers,andgovernancearethreepillarsofourtravel.Inallthreeareas,wehavegreatcooperationandfriendshipwithTaiwan,andwevaluethat.  IjustwanttomentionandcongratulateTaiwanforyourgovernanceoftheCOVIDissue,theCOVIDpandemic.You'reamodeltotheworldintermsofthecooperationofthepeopleandthesuccessofyourinitiatives.Congratulations,MadamPresident.CongratulationstothepeopleofTaiwanforfollowingtheleadandsuggestingtheirownproposals.  Today,theworldfacesachoicebetweendemocracyandautocracy.America'sdeterminationtopreservedemocracyhereinTaiwanandaroundtheworldremainsironclad,andwearegratefultothepartnershipofthepeopleofTaiwaninthismission.  I'mverygratefultoreceivethisaward.I'mgratefultoyou,MadamPresident,[and]tothepeoplefortheirenduringfriendship.I'mveryblessed,asaremycolleagues,withmanyTaiwan-Americans[sic]whoareveryexcitedaboutourvisit.Andinfact,whenIcamebefore,in[19]99,Icamewiththem,andwelearnedalot.  Andthat'swhatwecametodo,toparticipateintheAsia-PacificinitiativeinawaythatisappropriateforTaiwantobesuccessful,whetherintrade,security,etcetera.Andtodosoinawaythatopensmanymorepossibilities.  Wecameheretolisten,tolearn,and,whatdoyouknow,Igotthisbeautiful,beautiful,beautifulaward,theOrderofPropitiousCloudswithSpecialGrandCordon.Thankyou,MadamPresident.
