InAmChamTaipei’s2019TaiwanWhitePaperpublishedinJune,theHumanResourcesCommitteesuggestedsomeadditionalstepstostrengthenthesystem.Itrecommendedadoptionofaspecialinsurancemechanismfordispatchedemployeesinadditiontothecurrentunemploymentbenefits.Andtoraiseindustrystandards,theCommitteeproposedcreationofalicensingsystemfordispatchagenciestoensurethattheyarequalifiedtomanagedispatchedworkers.  Atthesametime,industryhashadseveralconcernsrelatedto dispatchlabor.Themainworryiswhetherthegovernmentmayimposeaceiling onthenumberofdispatchedworkersthatacompanymaybeallowedtohire.If thecapissettoolow,smallcompanieswithlimitedmanpowerandbudget, includingstartups,willbeunabletotakeadvantageofthebenefitsof dispatchedlabor.Arulethatistoorestrictivewouldalsoencouragelarger companiestoincreasetheuseofautomationinsteadofhiringmoreworkers. TheHRCommitteeproposesthatareasonablecapwouldbeatleast 20%ofacompany’stotalworkforce,reflectingthecurrentrealityofthe businessclimate.
