Theseindependentregionalmonitoringorganizationsintheformofassociationsweresosuccessfulinaccidentpreventionthat,from1871,membershipinsuchanassociationexemptedthemfrominspectionbyastateinspector.Theregional"Dampfkessel-Überwachungs-undRevisions-Vereine"(DÜV),asself-helporganizationsofsteamboileroperators,werethusanearlyexampleofaverysuccessfulprivatizationofpreviouslystateinspections.Becausetheyweresosuccessfulinpreventingaccidentsintherapidlydevelopingfieldofsteamboilertechnology,theywerelateralsoentrustedwithsafetyinspectionsinothertechnicalfields,includingtheperiodictestingofmotorvehiclesaswellasdriver'slicensetesting.[1] AllTÜVgroupsthatemergedfromthesecommonrootsusethe"TÜV"brandandaregionalsuffix(forexample,TÜVSÜD,TÜVRheinland,TÜVNord,TÜVSaarland,TÜVThüringen,TÜVAustria)intheirnames.Theycompetewitheachotherandwithothermarketplayersinsomeareas(seeabove). TheindividualTÜVsbecamemultinationalcorporationswithtime,andcametoprovideservicestoindustry,governments,individuals,andnon-profitgroups.[2]Duringthe1980sand1990s,deregulationledtocompetitionintheGermaninspectionandcertificationindustry,[3]andfurtherderegulationoccurredattheendof2007. In2007,TÜVNordandTÜVSÜDagreedtomerge,whichwouldhavecreatedacompanywith18,000employeesandsalesofaround1.8billioneuros;[4]howeverthecompaniescalledoffthemergerthatsameyear,citingpotentialdifficultieswithintegrationaswellasrestrictionsthatwouldhavebeenrequiredunderantitrustlaw.[5]In2008,TÜVSÜDandTÜVRheinlandagreedtomergewhichwouldhavecreatedthesecondlargesttestingservicescompanyintheworld,behindSGSS.A.;thecombinedcompanywouldhavehadaround25,000employeesand2.2billioneurosinincome.[6]TheseplanswereabandonedbyAugustagainduetoantitrustconcerns.[7]TÜVNordhadmorethan11,000employeesstationedgloballyasof2020.[2] Responsibilitiesandstructure[edit] AllTÜVsperformsovereigntasksinthefieldsofvehiclemonitoring,driverlicensingandequipmentandproductsafety.Inaddition,TÜVsfunctionasnotifiedbodiesinEuropeformedicaldeviceregulation.[8] Everycompanythatusestheword"TÜV"initsnameisatleast25.1%ownedbya"TechnischerÜberwachungs-Vereine.V."(TechnicalInspectionAssociation),whichisanon-governmentalorganizationoftheGermanbusinesscommunityandhasbeenentrustedbythestatewiththespecifiedsovereigntasks("TÜVConvention"). Asaresultofderegulationandliberalization,theformerregionalresponsibilityinGermanyhasbeenabolishedinmostareasofwork.Intheseareas,aswellasintheunregulatedsector,thecompaniesoperateindependentlyonthemarketandcompetewitheachother.Inmanyareassuchasproductcertificationandcertificationofmanagementsystems,theyarerepresentedworldwidebysubsidiaries. OrganizationsthatimitateTÜVhavealsoestablishedthemselvesoutsidetheGerman-speakingworld.TÜVIndia,whichisasubsidiaryofTÜVNord,hasbeenoperatinginIndiasince1989.TÜVofficeshavealsobeenoperatinginTurkeysince2007.TheoperatorisTÜVtürk,asubsidiaryofTÜVSÜD.
