HirschmandrawshisexamplesfromthreesuccessivewavesofreactivethoughtthataroseinresponsetotheliberalideasoftheFrenchRevolutionandtheDeclarationoftheRightsofMan,todemocratizationandthedrivetowarduniversalsuffrageinthenineteenthcentury,andtothewelfarestateinourowncentury.Ineachcaseheidentifiesthreeprincipalargumentsinvariablyused:(1)theperversitythesis,wherebyanyactiontoimprovesomefeatureofthepolitical,social,oreconomicorderisallegedtoresultintheexactoppositeofwhatwasintended;(2)thefutilitythesis,whichpredictsthatattemptsatsocialtransformationwillproducenoeffectswhatever—willsimplybeincapableofmakingadentinthestatusquo;(3)thejeopardythesis,holdingthatthecostoftheproposedreformisunacceptablebecauseitwillendangerprevioushard-wonaccomplishments.HeillustratesthesepropositionsbycitingwritersacrossthecenturiesfromAlexisdeTocquevilletoGeorgeStigler,HerbertSpencertoJayForrester,EdmundBurketoCharlesMurray.Finally,inalightningturnabout,heshowsthatprogressivesarefrequentlyapttoemploycloselyrelatedrhetoricalpostures,whichareasbiasedastheirreactionarycounterparts.Forthosewhoaspiretothegenuinedialoguethatcharacterizesatrulydemocraticsociety,Hirschmanpointsoutthatbothtypesofrhetoricfunction,ineffect,ascontraptionsdesignedtomakedebateimpossible.Intheprocess,hisbookmakesanoriginalcontributiontodemocraticthought.
