TheoriginsoftheMassRapidTransit(MRT)arederivedfromaforecastbycityplannersin1967whichstatedtheneedforarail-basedurbantransportsystemby1992.[12][13][14]However,oppositionfromthegovernmentonthefeasibilityoftheMRTfromprominentministers,amongthemFinanceMinisterDrGohKengSweeandTradesandIndustryMinisterDrTonyTan,nearlyshutteredtheprogramduetofinancialgroundsandconcernsofjobssaturationintheconstructionindustry.[15]DrGohinsteadendorsedtheideaofanall-bussystemrecommendedbyHarvardUniversityspecialists,whoarguedwouldreducethecostby50%comparedtotheproposedMRTsystem.Publicopinionwassplitonthematter,withseveralexpressingconcernsonthehighcostandothersbeingmorefocusedonincreasingthestandardofliving.Followingadebateonwhetherabus-onlysystemwouldbemorecost-effective,CommunicationsMinisterOngTengCheongcametotheconclusionthatanall-bussystemwouldbeinadequate,asitwouldhavetocompeteforroadspaceinaland-scarcecountry.Ongwasanarchitectandtownplannerbytrainingandthroughhisperseveranceanddedicationbecamethemainfigurebehindtheinitialconstructionofthesystem.[16][17] Constructionbegins[edit] Singapore'sMRTinfrastructureisbuilt,operated,andmanagedinaccordancewithahybridisedquasi-nationalisedregulatoryframeworkcalledtheNewRailFinancingFramework(NRFF),inwhichthelinesareconstructedandtheassetsownedbytheLandTransportAuthority,astatutoryboardoftheGovernmentofSingapore.[18]Openingofthevariousstages(1987–1990) Operatorsandauthoritieshavestatedthatnumerousmeasureshadbeentakentoensurethesafetyofpassengers,andSBSTransitpublicisedthesafetyprecautionsonthedriverlessNorthEastlinebeforeandafteritsopening.[68][69]Safetycampaignpostersarehighlyvisibleintrainsandstations,andtheoperatorsfrequentlybroadcastsafetyannouncementstopassengersandtocommuterswaitingfortrains.FiresafetystandardsareconsistentwiththestrictguidelinesoftheUSNationalFireProtectionAssociation.[58][70] Full-heightplatformscreendoorswerealreadyinstalledinundergroundstationssince1987,suppliedbyWestinghouse.[71]Therewerecallsforplatformscreendoorstobeinstalledatelevatedstationsafterseveralincidentsinwhichpassengerswerekilledbyoncomingtrainswhentheyfellontotherailwaytracksatelevatedstations.Theauthoritiesinitiallyrejectedsuchcallsbycastingdoubtsoverfunctionalityandconcernsaboutthehighinstallationcosts.[72]Nevertheless,theLTAreverseditsdecisionandmadeplanstoinstallhalf-heightplatformscreendoorsinallelevatedstationson25January2008.[73][74]ThefirstplatformscreendoorsbySTElectronics[75]wereinstalledatJurongEast,PasirRis,andYishunstationsin2009undertrialstotesttheirfeasibility.[76] By14March2012,allelevatedstationshavebeenretrofittedwiththedoorsandareoperational.[77]Thesedoorspreventsuicidesandunauthorisedaccesstorestrictedareas.UndertheRapidTransitSystemsAct,actssuchassmoking,eatingordrinkinginstationsandtrains,themisuseofemergencyequipmentandtrespassingontherailwaytracksareillegal,withpenaltiesrangingfromfinestoimprisonment.[78][79] TherewereafewmajoraccidentsinthehistoryoftheMRTthatraisedsafetyconcernsamongthepublic.On5August1993,twotrainscollidedatClementistationbecauseofanoilspillageonthetrack,whichresultedin132injuries.[80]DuringtheconstructionoftheCircleLineon20April2004,atunnelbeingconstructedunderNicollHighwaycollapsedandledtothedeathsoffourpeople.[81]On15November2017,at8:20 a.m.,twotrainscollidedatJooKoonstation,injuring36passengersand2SMRTstaff.[82][83] SocialdistancingmarkerswerepastedintheMRTtrain Priortothe2020circuitbreakermeasures,[note31]manycommutershadcriticizedthepublictransportoperatorsandtheLTAfornotcontrollingthecrowdsandfailingtoenforcesocialdistancingonpublictransport.[84] Inresponse,theLTArolledoutaseriesofprecautionarymeasures,suchassocialdistancingmeasuresandmakingthewearingofmasksinpublictransportmandatory.[85][86][87]SocialdistancingmarkerswereprogressivelyimplementedintheMRTtrainsandstationswhichcommutersmustadhereto;enforcedbyauxiliaryofficersandtransportambassadors.[88]Thesignificantreductionofcommutersresultedinthetransportoperatorsreducingtrainfrequenciesandclosingstationsearlierfrom17April.[89][90][91]Thiswasmetwithpublicbacklashasitcausedovercrowdingoncertainroutesofthesystem.Thetrainfrequenciesweresubsequentlyrevertedtonormaluponreview.[92][93][94] SinceJune2020,theMRTsystemhasresumedpre-circuitbreakeroperations.Regulationsforsocialdistancingonpublictransportarenolongerapplicablebylaw.Socialdistancingstickersonseatswereremoved.However,commutersareencouragedtosocialdistancewhereverpossible.MaskwearingcontinuestobemandatoryonpublictransportandallotherpublicplacesinSingapore.Thisisbecauseallemployeesarebeingrequiredtoreportbacktoworkassoonaspossibleandallstudentsresumephysicalschooling.[95][96][97][98]CleaningeffortsonthetrainsandMRTstationshavesincebeensteppedup,withhandsanitizersprovidedatthestations.[99] Hoursofoperation[edit] MRTlinesoperatefrom5:30 amto1:00 amdaily,withtheexceptionofselectedperiods,suchasNewYear'sEve,ChineseNewYear,Deepavali,HariRaya,Christmas,evesofpublicholidaysandspecialoccasionssuchasthestatefuneralofLeeKuanYew(2015),whenmostofthelinesstayopenthroughoutthenightorextendedtilllater(beforeCOVID-19pandemicbeginsin2020).[100]Additionally,somestretchesofthelineendsearlier,openslaterandclosesonafewdaysoftheweekend.[101]Thenightlyclosuresareusedformaintenance.DuringtheCOVID-19pandemicacrossthecountry,trainservicesendedearlierandserviceextensionsontheevesofpublicholidaysceasedfrom7April2020.However,from1June,trainserviceswererevertedtotheusualhoursfrom5.30amto12am(exceptforCNYEve,whereitwillendat30minutesearlierfromthenon),andtrainservicesarenolongerextendedonallevesofpublicholidays. AStandardTicketcontactlesssmartcardforsingleorreturnjourneys,whichhavebeenphasedouttoencouragetheuseofcontactlesscardslikeEZ-LINKorNETS,weremadeavailableattheGTMforthepaymentofMRTandLRTfares.AS$0.10depositisleviedontopofthefaretobepaid.ThedepositwillbeautomaticallyrefundedthroughanoffsetofthefaretobepaidforthethirdjourneyonthesameticketwhileanadditionaldiscountofS$0.10willbegivenforthesixthjourneyonthesameticket.Norefundofthedepositisprovidedifthecardisusedforfewerthan3journeys.Theticketcanbeusedforthepurchaseofsingleorreturnjourneystoandfrompre-selectedstationsuptoamaximumofsixjourneysover30days.FaresfortheStandardTicketarealwayshigherthanthosechargedforthestored-valuedCEPAS(EZ-LinkandNETSFlashPay)cardsforthesamedistancetraveled.Theticketisretainedbytheuseraftereachjourneyanddoesnotneedtobereturned.IdenticaltotheusageofCEPAScards,theticketistappedontothefaregatereaderuponentryandexit.Itisbeingintheprocessofdiscontinuanceduetothelowusage,andmitigatingfactorssuchastop-upsfor$2werepossible,aswellastheSingaporeTouristPass,TheSingaporePassandSimplyGo.[246] Fortourists,aSingaporeTouristPasscontactlesssmartcardmaybepurchasedforuseonthepublictransportnetwork.[247]ThecardmaybeboughtatselectedTransitLinkticketofficesandSingaporeVisitorsCentres.[248] Performance[edit] TheMRTsystemdidnotexperienceanymajorperformanceissuesduringitsfirstquarter-centuryofoperations.However,therewereoccasionaldisruptionsaroundtheperiodfrom2011to2018,thecauseofwhichwasoftenattributedtothesystemagingcoupledwithincreasedridershipduetopopulationgrowth.[249][250] Beginningwiththetraindisruptionsin2011,thisincidentledtoacommitteeofinquirywhichuncoveredseriousshortcomingsinSMRT'smaintenanceregime.[251]FortheDecember2011disruptions,theLandTransportAuthorityimposedamaximumpunishmentofS$2milliononSMRT(approximatelyUS$1.526million)forthetwotraindisruptionsalongtheNorthSouthLineon15and17December2011.[252]ACommitteeofInquirydiscoveredshortcomingsinthemaintenanceregimeandchecks,promptingthen-CEOSawPhaikHwatoresign.[253] Amuchlargerpower-relatedincidentthantheDecember2011eventoccurredon7July2015,whentrainservicesonboththeNorthSouthandEastWestlineswereshutdowninbothdirectionsfollowingamajorpowertrip.[254]Thedisruptionlastedformorethan3hours,affecting413,000commuters.ThiswasconsideredtheworstdisruptiontotheMRTnetworksinceitfirstbeganoperationsin1987–surpassingtheDecember2011event.IndependentexpertsfromSwedenandJapanwerehiredtoconductinvestigationintothecauseofthedisruption.ThecausewasidentifiedasdamagetoathirdrailinsulatorduetoawaterleakatTanjongPagarstation.Consequently,aprogramwasimplementedtoreplaceinsulatorsliabletosimilarfailure.[255]FortheJuly2015disruption,LTAimposedahigherpenaltyofS$5.4milliononSMRT.[256] On22March2016,afatalaccidentoccurredoffPasirRisstation.TwoofSMRT'strack-maintenancetraineestaffwerelethallyrunoverbyanapproachingC151atasignallingboxofthestation.[257]Theywerepartofatechnicalteamof15staffledbyasupervisorandwereaskedtogodowntothetrackstoinvestigateanalarmtriggeredbyapossiblesignallingequipmentfault.Theoperatorsaidtheteamhadpermissiontoaccessthetracks,butdidnotcoordinatewithasignalunitinthestationcontroltoensuretraincaptainsintheareawheretheteamwasexercisedcautionwhilepullingintoPasirRisstation.[258]Thisincidentresultedina2.5-hourservicedelaybetweenTanahMerahandPasirRisStations,affectingatleast10,000commuters.[259] On7October2017,adilapidatedfloatandpumpsystematBishanstationcausedatunnelfloodafterheavytorrentialrainstorms.Itwastheworsttraindisruptionsince2011andwasthefirsteverfloodingincidentinthehistoryoftheMRT.[260]ThisresultedincriticismonthepublictransportoperatorsamongSingaporeansonceagain,andahugedebateaboutthe"highrankings"thatmanagethesystem,withcallsbeingmadefortheresignationofthenTransportMinisterKhawBoonWan.[261]UrbantransportexpertParkByungJoonfromtheSingaporeUniversityofSocialSciencesaddedthatthenegligencedisplayedbySMRTinthisregardwastantamounttoacriminaloffence,andafteraninternalinvestigation,foundthatthemaintenancecrewoftheBishanStation'spumpsystemhadsubmittedmaintenancerecordsfornearlyayearwithoutactuallycarryingouttheworks.[262] Responses[edit] TheDecember2011disruptionsbroughtthestateofpublictransportationasawholetonationalprominenceamongSingaporeans,whohadpreviouslyconsideredthesystemtobereliableandrobustsinceitsinceptionin1987.[263]LTAalsonotedamarkedincreaseindissatisfactionwithpublictransportwiththereleaseofthe2012PublicTransportCustomerSatisfactionSurvey,andpromisedgovernmentactiontodealwithissuesrelatingtosystemdisruptions.[264] Thegovernmentreviewedthepenaltiesfortraindisruptions,[263]andmadefreetravelavailableforallbusservicespassingMRTstationsaffectedduringanytraindisruptions.Exitswerealsomadefree.[265]Inaddition,toincreasesatisfactionwithpublictransport,freeoff-peakmorningtravel,laterchangedtoadiscount,wasintroducedwithfurtherimprovementscontinuingtobediscussed.[263] Since2018,effortsinbothmaintenanceandrenewalarestartingtopayoffwiththeMRTsystemclockinganaverageof690,000 kmbetweendelaysin2018–a3.8timesimprovementthanin2017.TheNorthSouthLine,whichwashitbythetunnelfloodin2017,inparticularsawitstrain-kmbetweendelaysincreasebyten-foldfrom89,000 kmbetweendelaysin2017to894,000 kmin2018.[266]ByJuly2019,theMeanKilometresBetweenFailure(MKBF)fortheNorthSouthandEastWestlineshadjumpedto700,000 kmand1,400,000 kmrespectively.[267]Thenewchallengesencounteredbythegovernmentwerenowonkeepingthefundingofsuchrenewalsrequiredsustainableinthedecadesahead.[268] Security[edit] Recordedannouncementsarefrequentlymadetoremindpassengerstoreportsuspiciousactivityandnottoleavetheirbelongingsunattended.Digitalclosed-circuitcameras(CCTVs)havebeenupgradedwithrecording-capabilityatallstationsandtrainsoperatedbySMRTCorporation.[272][273]Trashbinsandmailboxeshavebeenremovedfromstationplatformsandconcourselevelstostationentrances,toeliminatetheriskofbombsplantedinthem.[274]PhotographywithoutpermissionwasalsobannedinallMRTstationssincetheMadridbombings,butitwasnotintheofficialstatementinanypublictransportsecurityreviews.[275] In2005,theSingaporePoliceForceannouncedplanstostepuprailsecuritybyestablishingaspecialisedsecurityunitforpublictransport,thenknownasthePoliceMRTunit.TheunittodayexpandedtobecomePublicTransportSecurityCommand(TRANSCOM)since2009.[276][277]ThesearmedofficersbeganovertpatrolsontheMRTandLRTsystemson15August2005,conductingrandompatrolsinpairsinandaroundrailstationsandwithintrains.[278]Theyaretrainedandauthorisedtousetheirfirearmsattheirdiscretion,includingdeadlyforceifdeemednecessary.[279]TheunitovertimewentontohandleothercrimescommittedontheMRTnetwork,suchastheftandmolestation.Recently,onitstenthanniversaryin2019,ithasformallyevolvedtobecomeahybrid,community-basedforce,andhaslaunchedaninitiativetogetcommuterstoaidTranscomofficers.Sincethen,26,000peoplehavevolunteered,farabovethe3000target.[277] Civilexercisesareregularlyconductedtomaintainpreparednessforcontingencies.InJanuary2006,ExerciseNorthstarVinvolvedover2,000personnelfrom22governmentagenciesrespondingtosimulatedbombingsandchemicalattacksatDhobyGhaut,ToaPayoh,RafflesPlaceandMarinaBaystations.[280]InAugust2013,ExerciseGreyhoundtestedtheresponseofSBSTransit'sOperationsControlCentreandtheimplementationofitscontingencyplansforbusbridging,freebusserviceanddeploymentofgoodwillambassadors(GAs)duringasimulatedprolongedtrainservicedisruption.About300personnelincludingrepresentativesfromLTA,SBST,SMRT,theSingaporePoliceForce'sTransportCommand(TransCom),TrafficPoliceandSingaporeCivilDefenceForce(SCDF)participatedintheexercise.[281] Securityconcernswerebroughtupbythepublicwhentwoincidentsofvandalismattraindepotsoccurredwithintwoyears.[282]Inbothincidents,graffitiontheaffectedtrainswasdiscoveredaftertheyenteredrevenueservice.[283]
