Inthe1950sthegovernmentestablishedtheGuidanceandPersonnelServicesSectionintheDivisionofStateandLocalSchoolSystems.In1957,theSovietUnionlaunchedSputnikI.OutofconcernthattheRussianswerewinningthespaceraceandthattherewerenotenoughscientistsandmathematicians,thegovernmentpassedtheNationalDefenseEducationAct,spurringgrowthinvocationalandcareercounselingthroughlargerfunding.Inthe1950stheAmericanSchoolCounselorAssociation(ASCA)wasfoundedasoneoftheearlydivisionsofwhatisnowknownastheAmericanCounselingAssociation(ACA). Inthe1960s,newlegislationandprofessionaldevelopmentsrefinedtheschoolcounselingprofession(Schmidt,2003).[37]The1960scontinuedlargeamountsoffederalfundingforland-grantcollegesanduniversitiestoestablishCounselorEducationmaster'sanddoctoralprograms.[38]Schoolcounselingshiftedfromaprimaryfocusoncareerdevelopmenttoaddingsocial-emotionalissuesparallelingtheriseofsocialjusticeandcivilrightsmovements.Intheearly1970s,Dr.NormGysbers'sresearchandadvocacyhelpedtheprofessionshiftfromschoolcounselorsassolitaryprofessionalsfocusedonindividualacademic,career,andsocial-emotionalstudentissuestoacomprehensivedevelopmentalschoolcounselingprogramforallstudentsK-12thatincludedindividualandgroupcounselingforsomestudentsandclassroomlessonsandannualadvising/planningandactivitiesforeverystudent.[39]Heandhiscolleagues'researchevidencedstrongcorrelationsbetweenfullyimplementedschoolcounselingprogramsandstudentacademicsuccess;acriticalpartoftheevidencebasefortheschoolcounselingprofessionwastheirworkinMissouri.[40]Dr.ChrisSink&associatesshowedsimilarevidence-basedsuccessforschoolcounselingprogramsattheelementaryandmiddleschoollevelsinWashingtonState. TheNCTSCfocusedonchangingschoolcounseloreducationatthegraduatelevelandchangingschoolcounselorpracticeinstateandlocaldistrictstoteachschoolcounselorshowtohelprecognize,prevent,andcloseachievementandopportunitygaps.Intheirinitialfocusgroups,theyfoundwhatHart&Jacobi[45]hadindicatedyearsearlier—toomanyschoolcounselorsweregatekeepersforthestatusquoinsteadofadvocatesfortheacademicsuccessofeverychildandadolescent.Toomanyschoolcounselorsusedinequitablepractices,supportedinequitableschoolpolicies,andwereunwillingtochange. Thisprofessionalbehaviorkeptmanystudentsfromnon-dominantbackgrounds(i.e.,studentsofcolor,poorandworkingclassstudents,studentswithdisabilities,andbilingualstudents)fromreceivingchallengingcoursework(AP,IB,andhonorsclasses)andacademic,career,andcollegeaccess/affordability/admissionskillsneededtosuccessfullygraduatefromhighschoolandpursuepost-secondaryoptionsincludingcollege.In1998,theEducationTrustreceivedagrantfromtheDeWittWallace/Reader'sDigesttofundsix$500,000grantsforCounselorEducation/SchoolCounselingprograms,withafocusonruralandurbansettings,totransformSchoolCounselorEducationprogramstoteachadvocacy,leadership,teamingandcollaboration,equityassessmentusingdata,andculturallycompetentprogramcounselingandcoordinationskillsinadditiontocounseling:IndianaStateUniversity,theUniversityofGeorgia,theUniversityofWestGeorgia,theUniversityofCalifornia-Northridge,theUniversityofNorthFlorida,and,theOhioStateUniversityweretherecipients.Over25additionalCounselorEducation/SchoolCounselingprogramsnationwidebecamecompanioninstitutionsinthefollowingdecadewithaveragegrantsof$3000.By2008,NCTSCconsultantshadworkedinover100schooldistrictsandmajorcitiesandruralareastotransformtheworkofschoolcounselorsnationwide. Schoolcounselorinterventionsforallstudentsincludeannualacademic/career/collegeaccess/affordability/admissionplanningK-12andleadingclassroomdevelopmentallessonsonacademic,career/college,andsocial-emotionaltopics.Thetopicsofmentalhealth,multiculturalism(Portman,2009),anti-racism,andschoolsafetyareimportantareasoffocusforschoolcounselors.Oftenschoolcounselorswillcoordinateoutsidegroupstohelpwithstudentneedssuchasacademics,orcoordinateaprogramthatteachesaboutchildabuseordrugs,throughon-stagedrama(Schmidt,[37]2003).
